Ushahidi Mailing Lists

How different/similar are Ushahidi plugins from Kohana
Modules/plugins? What extra functionality is available in Ushahidi
Plugins that cannot be accomplished with Kohana's.

What skills/knowledge are required to develop plugins? Is proficiency
in PHP a must?
