Good idea Chris, it should probably be built upon SiCDS (duplication detection). Something like this should be written as a using the Ushahidi and Swift plugin architecture.

If you want to give it a go we'll get you some documentation! If not we'll work it onto the roadmap, post-Beta release (August)
