This will largely depend on the timeframe and amount of work you need to launch your Ushahidi Project. If this is a time sensitive project, I would advise you to make use 2.7. In as much as we are not building in any new features, we are accepting pull requests, so any new stuff you build in will still go a long way in helping other deployers using 2.7.

3.0 work is ongoing, and you are very welcome to jump on and help. Have a look at
