Stan VanDruf of Quicknets (http://quicknets.org) suggested I utilize the maps built during disaster simulations hosted on their site. I reconfigured the app to point to the Pac Endeavor crowdsource simulation and now it returns reports as selected by the user on a pc, smart phone or low end cell phone browser.
